A new or newly cleaned out ststem won't produce any foam for the first ( 6 to 11) hours or run time, there after the foam in grater or lesser volumes will remain as a constant companion, some folk use suppresent addative chemicals, there's two mind sets on that one!, I tend to live with it. Distilled water and K. O. H. prevents the brown scum found in using tap water and such. By alternating the bottom flow holes you effectively blocked the overall flow though the block, lack of flow to production face of plates in essence has the cell producing with no way of moving gas out of area, so it acts like a churn, like a shaken beer being opened....
