Usually broadcast will do that but it's works within lan because we can't send packets to whole world.
If you want to send packets to 10 pc at a time, we have to use layer 3 multicast switch and want to create multicast group and join 10 pc in that group and send packets to group and it will send packets to all 10 pc.
For example, you can check multicast Microsoft WDS.
