I think Dizzy was going for a relaxing, descending bass line there, and not thinking about moving around the circle of 4ths which is a more forward-moving energy.

I have a problem with the B7th as the fourth chord in the melody. Wouldn't g flat 7th flat 5 with the flat five in the base be a better chord?

This tune also requires a solid percussion to carry it as the melody is very sparse. Stan Getz 'Sweet Rain' album has an amazing version.
