Those building are the reason why Cambodia is offering passport/citizenship for investment, basically you can get 2ⁿᵈ passport by buying condo unit there. It's more powerful version than Malaysia's MM2H that doesn't even grant successful applicants PR status. Malaysia dont allow 2ⁿᵈ citizenship but I guess anyone with the means can get one secretly, for any purpose, nefarious or otherwise haha. If you didn't miss the news, Singapore recently deported criminals (Su Jianfeng & Co.) convicted of money laundering to Cambodia, I suspect their Cambodian passports were not their 1ˢᵗ
