Sometimes it's safer to go faster, so the cars don't need to overtake you.

Exactly this, if you can actually go 20mph in a 20mph zone. Car drivers won't be as annoyed, preventing accidents etc.

If only we had some sort of uniformed law enforcement body, like you see on the streets in other countries. What ever happened to the Police, anyway?

Alot of the riders demand a tip and are talking to there pals and not talking to the customer

I would guess too many 'irregular' migrants are being employed. Although you can get an NI easily enough...

Are these riders on L plates properly insured for riding those scooters, etc on 'business'?

I live in Scotland, 250W motor on my 2 grand ebike is a joke. 15.5 mph is too low and motor is too weak for assisting on bigger climbs. If you allowed slightly more powerful ebikes on the market , people would not modify them. You don`t have these restrictions in EU. Uk is such a nanny state

      I feel there's a correction needed here.
We in the EU suffer the exact same BS E-Bike Power and speed laws.
Enforcement differs from country to country though, so whilst we in Germany and the Netherlands have pretty strict enforcement, it's much more lenient in France and Spain for example.
Mine is slightly modded to 20mph and it's much safer because I can keep up with city traffic.
