If there are no holes in the parachute, then the air can only spill out of the sides, which then makes it rock from side to side (throwing the user about a bit). With a few strategic holes, particuly right in the middle, it becomes much more stable.
Not only more stable but actually more effective at creating drag as well. As you say without a hole it fills up with air and that air becomes pressurised which essentially pushes air around the chute rather than in to it. The hole allows the slowed air to leave, which frees up space for new fast moving air to enter and be slowed.
I think the holes in this one are so the drag isn't as strong when being pulled by the boat, or for at least a bit of control when going up. I used to have a toy that i would throw into the air and the man would parachute down, it didnt have holes and would sometimes wobble badly on the way down, maybe its related to that idk :)
The reason you assume that a car that's on fire is going to explode is (most likely) TV shows and movies. In reality, fuel only explodes if the mixture of fuel and oxygen is (almost) exactly perfect to undergo the reaction all at once (like inside the engine)

Vent holes in parachutes allows for wind to escape and helps make it stable when in the air.
No hole parachute will collapse . Plus it makes it go in one direction and also not spin
A chute would get flappy and unstable without an exhaust port. Their straw, mud and brick cars were 'environmentally friendly' builds...
