They did put a lot of 47mm mle 1885 and 1902 in fortifications on the Maginot line, yep, but it was not such a bad idea. Those guns had no use as the ships that used them were retired in the 1920s and 1930s. Yet they offered decent anti-tank capacities. They weren't a replacement for more modern anti-tank gun (which would me the 47mm AC mle 1934 for fortification guns), and weren't placed in the same bunkers; the old naval guns were put in small bunkers between large fortifications and in the open air, whereas the AC mle 1934 were typically used in larger fortifications (which were large enough to house their fairly large mount)
