Should be who ever did it gets told to have the pole gone and at least put down a sheet of plywood to cover the damaged sidewalk by the end the day or get thrown in jail, and that they're footing the entire bill to fix the sidewalk.

Line tension: The utility crew centered the new pole between the adjacent points; they're not the sidewalk crew, so they simply didn't care that it blocked the sidewalk, because it's not their problem. Sub-contracting & accountability are immiscible.
A private company that hires subcontractors to do work which should all be municipal positions hired through a cooperative if you want actual accountability & streamlining, but that's privatization for you.
In central Denver, there's an RTD light-rail crossing where the sidewalk just _ends_ in a drop-off onto tracks, forcing all pedestrians, wheelchairs, etc, to _merge with automotive thru traffic_ because the road is the only part granted an at-grade crossing. It was a sidewalk, _and_ a bike route, until the light rail was laid, but RTD wasn't told they _had_ to include a sidewalk or bike crossing, so they just _didn't._ Now that it's built, the city claims it's up to RTD but RTD claims the city hasn't ordered anything.

It wasn't their exclusive Right of Way, pedestrians also have a Right of Way, therefor because of the sidewalk the Utility Company had no more right to put the pole there specifically, then they would had the road been widened and that specific spot was in the middle of a lane.
It sounds like the new pole is permanent. What is temporary is the old lines on the old pole. It seems that the old lines and pole will be removed and they will redirect the sidewalk.
Texas is a red state with total republican control of the state supreme court. This has nothing to do with Biden or Democrats. This has everything to do with not having one decent civil engineer with a lick of common sense. There is plenty of room to install the new pole right next to the old one not interfering with the walkway at all.

the pole was NOT in the sidewalk, it was in the Utility Company Right of Way whereas the sidewalk was intruding....!
