Not sure if it's changed but ...
Tier 1 houses - helmets
Tier 2 houses - gambesons
Tier 3 houses - mail
If all your military is coming from tier 3 houses they all should be fully upgraded with helmets, gambesons and mail.
While upgrading give your Retinue short arms, swords and shields.

Seniac you need to raise an army from your other town, and make other towns to have armies
