Harbor Freight has one that's really similar for around $12 US.
The flashing is an indication of dead battery.
Directions say before installing, expose to sunlight for 3 full days while off to completely charge the battery.
@ 4 bucks I might buy a few more.

I want the impossible, I want them to charge during the day and STAY ON ALL NIGHT, on at dusk off at dawn. No such thing without a garage full of batteries...
