I was so sad when bizarro died because he’s one of my favorite dc characters and his episodes in S:TAS some of my favorite episodes they always made me laugh
The reason Luthor doesn't give himself power is that he's the kind of guy who is all about human kind being the best they can be on their own terms He's actually observably superior to batman interms of intellect and physical ability he is a "super man". The problem is that he's not a "superman". He hates him because he is in his eyes the roadblock to humankind becoming superior. In a way, he's correct. Ironically enough. In most canons Lex Luthor is an unawakened metahuman who is the closest to being what human beings should have been before the Oan's...or The Burning tampered with humankind's DNA.
