If alien civilizations exist, those that cooperate with other civilizations would be the only ones to survive. No singular civilization bent on warfare would survive against a coalition of peaceful civilizations, especially when you consider that a civilization like our own is probably very rare to make it to become a multiplanetary let alone multisolary species due to our warlike nature.

What are you talking about? Radio waves are only about 150 light years out and our solar system is 100000 light years across. So he is correct in saying our radio waves have not traveled very far compared to the solar system much less the universe.
