I had the same problem after adding a prv. The water services have check valves before the meters which makes it a closed system. A expansion tank was added after the prv and inflated to match the water pressure and it fixed the leaking t&p valve.

Thanks for the comment, there is an expansion tank above the water heater but it was so poorly done that it wasnt doing anything. Stay tuned for that video.
