I've had good luck buying from the gambling merchant. I got a ratio of about 1 unique/set item to 4 or 5 crappy items. A lot of the set items happened to be exactly the ones I needed to complete a set. Combining this with crafting them should yield some good results, just be prepared to spend a ton on useless items, you should get some good ones for your effort. :)
