I wouldn’t say the marines aren’t as big on freedom. Remember way back when with Axe hand Morgan who just had free reign as a marine and got away with his pursuit of absolute power? Aokiji before the fated duel was another great example, just being lazy and biking around. Now would I say the government is corrupt and wild? Absolutely, hence Sword’s existence and all.
I feel like Luffy becoming a marine... He would find a way to still recruit the whole crew and end up finding the one piece. Still meeting Shanks, inspired by pirates but also somehow inspired by marines. He would be the weirdest marine. We could have two types of stories. One that keeps the general route and one that changes it a lot
It's curious that Luffy is such a strong character (personality-wise) that when making this alternate storyline it seems like the character is pushing back against it. Luffy was clearly designed to be a pirate and even in fictitious alternate realities it is so hard to pin him down into another path without changing his personality.
Not necessarily, Kuzan, garp,akoji ,smoker There are multiple marines with personality’s that don’t match the typical marine so LUFFY could definitely fit in as a marine without changing his character!
Garp was literally against rules marines had to follow in upper ranks and that's why he's a vice admiral despite being so strong to the point he's considered a fleet admiral.

Garp is a Marine and Dragon is a Revolutionary. Luffy being a Pirate just makes sense to sort of have the three Monkeys cover the spectrum. Admittedly, I think it would be more interesting for Ace to be a Marine. Luffy covers being a pirate separate from his dad or grandpa, Sabo is the opposite of his noble family and becomes a Revolutionary, and Ace could have become the opposite of Roger. Something about that seems interesting to me.
I was a little concerned when I started this video as I have been working on a story with the same general premise for over a year now. However, as I listened to your version unfold, I realized that, even though you hit a lot of the same story beats as I do, you don't hit all of them, and the ones you do hit, you are approaching them in a very different way. I'm glad as it is different enough that I can continue with my own series without worry that it will be perceived as a rip off of your ideas. Also, even though many of my thoughts on how the story would play out if Luffy joined the Marines are very different, I still have to acknowledge that you have a great story here. I feel like Usopp could still be alive. If Luffy isn't so hyper-fixated on Shanks then he'd bond with the rest of the crew, Yasopp included. Yasopp will probably tell Luffy about his own son, so Luffy MIGHT visit syrup village to meet Usopp, whether it's for his or Yasopp's purpose I can't say.

I do believe that Vivi would gladly stay with the crew if they were marines, since her main impediment was the consequences of her (Alabastra's princess) becoming a pirate. If she had done that, she would be confirming that the Stawhats were the ones who actually saved the country instead of the Marine's version where Smoker was the saviour. However, in this new world, she just becomes great friends with Luffy and the crew and then follows their path.
I thought her main reason for not going with them was the fact that her country is recovering from Crocodile's schemes and she didn't want to leave when she should be helping as the princess.
well vivi probably couldn't just simply join the Marines, it'd be like getting a job, she'd have to head back to a marine base to get officially accepted and registered and just maybe would have to go through marine training, but I thought the reason she didn't go with the crew was because she was the princess and couldn't just abandon her kingdom
I’m ngl… Vivi would fucking die if she stayed with the crew. Look you may argue we could probably say the same about nami but the thing there is that nami is actually strong even by grand line standards once she upgraded her arsenal. Nami’s fighting ability is based on how smart she is and her ability to not get hit. Vivi is not the same kind of fighter and is not as strong as nami had to get.

I think Luffy would defeat Crocodile anyway, because if even Smoker got the credit for knocking out Crocodile, I think Luffy would do the same. But the turning point would be Marineford (and Garp would ask Kuma to throw Luffy (and his "crew") far away from Marineford to prevent Luffy from saving Ace, and Luffy would find Hancock (and make she fall in love with him) and disguise himself as a random pirate to save Ace in Impel Down and Marineford). And at the highest point of the arc Garp would save Ace from being executed, and later on, Garp would die saving Ace (which would break Luffy A LOT), and finally Kobi would do the same when Shanks arrives to stop the war. And the final scene would be Blackbeard, and his crew, killing Whitebeard, the same as the manga. Fun fact: Ussop would be a Supernova in this parallel universe, would know Haki (Observation Haki and Conqueror Haki) and would save Franky from Enies Lobby and Brook from Thriller Bark (receiving a bounty of 400 millions of berries)
While I liked this video and the outcome you reached, I think there were definitely a few issues I had with it. Unless Luffys upbringing was completely changed, and his character alongside it, I don't think he would just allow drum kingdom to stay as it was, or alabasta for that matter. When push comes to shove Luffy will do whatever is necessary to make things right. But obviously, that would just turn him back to piracy, so I understand those choices were needed for the idea of this video.
You should do a "what if Ace became a marine" video. He could blame his father for people hating him and think becoming the best marine would make people love him. Being the best marine would be a way for him to say "look im not like my father, im a good man".
The main problem, i think is that even if he met Kuzan first, that losing an arm scene would overpower any marine thoughts he ever had. He loves freedom too much and the best outcome I think would be the same normal Luffy with a better liking of the marines.

I feel like Luffy's goal in this would have been to become a world leader because that's basically similar to the pirate king. Then in that case when he does he could change the world government maybe and make them change their vision. I also feel like he would still have a chance to find the One Peice and then he would really become a world leader.

The way you are explaining Luffy's journey if he became a marine is highlighting to me why Dragon San left the navy because he clearly saw things he couldn't unsee and decided the take down the main evil driving force which is the WG so mad respect to Dragon San, can't wait to see what he and the RA can do.
i think the aokiji choice as his hero was actually really smart and clever, major props. realistically he just shows kid luffy a statue or something and boom hes won him over.
It does make sense to have Garp with them but on a more interesting Narative view his presence kinda remove most of the tension. I think something like having him send his recruits in various missions for training purpose would be a good way for the crew to follow a similar road and meet the same bad guys without a over powered babysiter watching over them. Plus it match with the way Garp raised Luffy, by not really being there. Having luffy make ''bad'' choices as he follow his sense of justice would have Garp do a lot of work in the background to try to calm down his superior, Luffy would gain the love and trust of the peoples as the higher up of the marines get angrier. At some point it would culminate in some kind of cleavage within the Marines themselves an the chance for an internal war (fire vs Ice) with luffy and garp on one side while following a rather similar storyline as luffy try to bring real justice and freedom to the world
Garp wouldnt interfere because he would see everything that happens as training for Luffy Sure if things go south he will step in and destroy anyone who is going too wild with his grandson But i think he isn't the type of person to waste his energy if not neccesary
Also, at Marineford , i think it is more likely for him to just snap and free ace from the back instead of the front from the og timeline. At that point, I think he would just become a pirate with his crew ( not Coby and Helmeppo ) following him, because he was the main reason they joined in the first place.
I think it's possible that when it comes down to ending the reign of the celestial dragons, some of the marines (Garp, Aokiji, Smoker, Fujitora, Coby and Belmeppo) will eventually team up with Luffy and his crew.
There are several issues: Wapol abandoned his kingdom to become a pirate, he was no longer a king and Luffy would be free to arrest him. As soon as Garp found out that Crocodile was conspiring to take over Alabasta by causing a civil war he would revoke Crocodile's title and order his arrest, he is not a mere Captain, he is a Vice Admiral, only Sengoku and the three Admirals have higher authority than him, if Smoker could revoke Law's Shichibukai title then Garp can and will do the same with Crocodile. He would order Luffy to fight Crocodile, the fight wouldn't be as difficult due to Luffy being stronger and he would be considered Alabasta's hero, with him getting a higher promotion. When the Gorosei find out that the Gomu Gomu no Mi was eaten by a Marine they probably would keep a close eye on Luffy, they probably would try to groom him into a tool to manipulate kingdoms under the promise of freedom.
I feel like people also don’t realize how free you are as a high ranking marine, yes you do have orders but in general if you command a ship you can go wherever you want, I feel like Garp would’ve been sick of a marine as well if that wasn’t the case
Remember that Luffy is still Joyboy and the warrior of liberation regardless of his status as pirate or marine, so I feel like nothing would stop him from trying to punch the celestial dragons or freeing Alabastia from Crocodile
If they met Wapol on the way the same way they do in the canon then Garp does would have justification (or in Garp fashion he would let Luffy deal with it and pretend nothing happened) to arrest him as a pirate. I also think that Garp would help them beating Arlong (and if he's not in the picture there I imagine he dropped off Luffy, Zoro and couple marines there to deal with it while he goes discipline the corrupt marine base)
I think Luffy would become a pirate while keeping a tab on sword, as his trust in the marines has been eroded too much by this point with his ideal also being freedom. Maybe even visiting the revolutionaries to expand his world view.
Like this story line with one exception. If Laffy carries the will of a Marine. I think that Usopp would end up on his own journey instead of dying. I would definitely agree that Kubo takes the village, but usopp isn't killed there instead he is urged to flee and without Laffy and zoro as well as Nami he never develops the confidence to defy kubo. He still receives the Going Merry to serve as a symbol of his failure as he sets out to become the strongest man of the sea. His shipwrighting still sucks and at water 7 he does come across Franky but I see that he would end up facing off against Luffy at an earlier time with Zoro and because Laffy met Yassup and admired him as well as the shanks crew he doesn't bother capturing him, instead berates him for using cowardly tactics. This conversation would have Laffy reveal that he knew usopps dad which would only promote further inspiration to usopp to become a strong man of the see. That's my usopp twist.
When they meet vivi i think it would be a turning point for luffy, they're technically going to fight against crocodile and i love that idea cuz luffy is going to choose between his morality or letting a warlord which is an ally of the world government run rampant, luffy would probably turn against the marines and make a different faction, same with his father's group "revolutionary army" and so on and so forth
With garp sailing with luffy, all his early fights are no challenge at all. Most antagonists would propaply decide not to fight a team led by garp even if he wants to keep out of the fight.
I believe Luffy Will become something like a Z figure after the Marineford war. Reason 1. He would see many horrible things done by the Pirates. For instance they would hear about the slaughter in Syrup village, the evil of Don Krieg and many more. 2. He would recognize that there are good and bad Pirates/Marines and that neccesary sacrficies have to be done for the Greater good. This can be inferred by the fact that many actually have done it within the Marines, Aokiji for instance. 3. He would probably want to fight unrestricted and have connections with his father. With this overall I would say that Luffy would have Flexible Justice As his form of Justice which means looking at the circumstances and he would leave the Marines and fight injustice, trying to wipe evil Pirates and evil Marines out

i like how this theory goes as a real to only occur in a separate timeline, but i think garp wont be enough to stop luffy from doing the right thing and stop crocodile's tyranity, and ace's execution. garp needs to make luffy learn about swords earlier so that luffy will gut everything up till he gets vengeance
Personally, I think a possibility would be that Usopp could have contacted the Marines, but Luffy picks up. Then, Luffy being Luffy, he takes Zoro with him without informing the other Marines. The rest of the story continues as normal, except Usopp still wants to become a brave warrior of the sea, but his time as a Marine rather than a pirate.
I really like your alternate take on this because Luffy would stand out allot compared to his fellow seaman, thus forcing the broader themes of freedom and order. You'd have a proper fish out of water story to cut things allot deeper with it's themes allot faster, but at the same time I think One Piece was more successful with Luffy as a pirate because that format was better for a Shonin manga. Even if Oda had a clear idea in his head back then of where and how he wanted to end it, having the wiggle room of a globe trotting adventure with no restrictions by it's own premise makes keeping readers hooked on a weekly basis allot easier. So if an ark slumps a bit compared to it's previous one you could conceivably find a way to wrap it up faster or use it to spring-board onto another island, another goal leading up to the dream of find the One Piece. Though as someone who tends to like shows and books that slow burn everything and not just the hook I'd probably be more invested in your telling of a kid whose constantly straddling that line between role models in the Marines and Pirates.
Luffy and company would still head to Syrup Village but in different circumstances, stops the Kuro and his plans a bit faster, and convinces Usopp to become a marine instead of becoming a pirate.
I like to believe that since Ussop was lying about pirates coming, that since Luffy wasn’t coming, another pirate crew came and it ended up being Buggy or something who for some dumb reason defeats Captain Kuro and Ussop ends up a part of Buggy’s Crew instead
For some dumb reason? Buggy‘s Devilfruit makes him immune to Captain Black‘s claws. No amount of speed can help you against an enemy that you can’t hit!

One thing that I thought you would do in Alabasta is that Luffy would do everything in his power to uncover Crocodile somehow (recklessly ofc) and defeat him anyway gaining as much praise as he would get punished. Probably getting a medal but being denied of a promotion (and probably give all the credit to Smoker or Garp).

it's curious to see how in reality the Strawhats do a lot of what the marines should do, which is to defeat top league criminals and freeing island that are being illegally held hostage. I think the events in the story will be same except for 2 things Shanks will give Luffy his hat as a sign that they will meet again and Luffy will start training with Garp after Sabo "Dies". In this story Luffy will also be reporting to Garp in everything except for the saving of Ace part which the operation technically goes off without a hitch and another reason why Luffy's Crew is not involved is because His going to commit a crime and the only crew member that knows that Luffy "works" for the Marines is Zoro. Luffy also has a code name file that determines his rank by his merits and demerits. Only Garp and the Buddha Marine Fleet Admiral knows the truth. Luffy also can sail (but gets distracted)

I actually secretly think the final boss of one piece, after the black beard fight, will be Fleet Admiral Koby. And luffys wish is for EVERYONE to become a part of his crew, even Marines.
A great idea for why luffy could still have the nika fruit is simply to have shanks never attack the ship that who’s who is on. They go to the island and maybe aokiji and who’s who did a trade off for the fruit
If luffy did end up becoming a marine. Just like Garp he would do something that a marine SHOULD NOT DO, like disrespect a celestial dragon. No matter what luffys personality just goes against everything the marines stand for and he is fated to become a wanted man.
He only said Usopp died just to throw us all of just so the real story could happen. (Note: I am unfamiliar with the timeline that has been set because I haven't really watched all of One Piece but this is at least my interpretation of these events that are laid out in front of me) What really happened: Usopp without the help of his friends in the original timeline has to fight off the entirety of the Kuro pirates alone he is almost killed when he sees his friend Kaya about to be killed by Captain Kuro when he unlocks his conquerors haki and saves the majority of the people on the island. From there he is given the Going Mary and travels to the grand line in order to become a warrior of the sea and Pirate King. On his journey he goes to Little Garden where he encounters the giants and gains newfound strength after he trains under them taking them with him as part of their crew. He later recruits Franky after having a similar altercation with him as in the original timeline and saves Robin who was on her way to Enis Loby because of Garp to be taken to Impel Down thus him, Franky, Robin and the four giants become wanted by the world Government. After that they travel to Thriller Bark and help Brook regain his shadow and joins the Long-Nose pirates and after defeating Gecko Moria claims a bounty as high as Luffys at this point. Afterwards they are all split thanks to Bartholomew Kuma and after an extensive time skip where Rayliegh trained Usopp after they met on said island begins to understand his true potential. He later is spotted at Marineford helping Jinbea, Buggy and even try to save Ace at Marineford and Impel Down thus shooting his bounty up higher. Thus Luffy actually starts to know Usopp and even likes him for at least trying to save is brother despite being a "nobody coward" that people think he is while Luffy sees what he always saw in him. Everything afterwards is basically like imagining that Usopp is in Luffys shoes throughout the arcs so feel free to expand upon what I believe truly happened to Usopp if Luffy became a marine.
10:50 I seriously doubt garp would stop luffy. Garp is literally known to not follow the rules of the marines/world government. He has denied capturing luffy, he has denied requests from the WG and Marines and does what he wants. The ONLY time we see him do what the government wants in with the Ace situation. Which even then he didn't really help them much. Also garp is a person who clearly wouldn't sit still watching that occur. While Dragon is probably the only member in the Monkey family that sits by watching these things happen to not ruin his plans, luffy and garp will quite literally charge in before thinking.

It is rough to try to write Luffy to be a member of the freedom haters that are the WG. Regardless of positive marine influences I am nearly positive any Luffy would desert the Marines the instant he met a noble or celestial dragon. Even if we try to railroad him into the Marine life his character would make him a revolutionary or a pirate again.

While the best of the revolutionaries are incredibly free spirits like Ivankov that liberate people to live their own lives. In my opinion a rather important part of Luffy's character is that he is sold by the best aspect of the group be choses to become. Shanks was the best pirate role model. Garp certainly should be the one for the WG/marines but they are a corrupt organization bent on impeding on freedom which would require s fundamental change in Luffy for him to just be ok with.

I do believe that Vivi would gladly stay with the crew if they were marines, since her main impediment was the consequences of her (Alabastra's princess) becoming a pirate. If she had done that, she would be confirming that the Stawhats were the ones who actually saved the country instead of the Marine's version where Smoker was the saviour. However, in this new world, she just becomes great friends with Luffy and the crew and then follows their path.
I thought her main reason for not going with them was the fact that her country is recovering from Crocodile's schemes and she didn't want to leave when she should be helping as the princess.

I think Luffy would defeat Crocodile anyway, because if even Smoker got the credit for knocking out Crocodile, I think Luffy would do the same. But the turning point would be Marineford (and Garp would ask Kuma to throw Luffy (and his "crew") far away from Marineford to prevent Luffy from saving Ace, and Luffy would find Hancock (and make she fall in love with him) and disguise himself as a random pirate to save Ace in Impel Down and Marineford). And at the highest point of the arc Garp would save Ace from being executed, and later on, Garp would die saving Ace (which would break Luffy A LOT), and finally Kobi would do the same when Shanks arrives to stop the war. And the final scene would be Blackbeard, and his crew, killing Whitebeard, the same as the manga.
Fun fact: Ussop would be a Supernova in this parallel universe, would know Haki (Observation Haki and Conqueror Haki) and would save Franky from Enies Lobby and Brook from Thriller Bark (receiving a bounty of 400 millions of berries)

While I liked this video and the outcome you reached, I think there were definitely a few issues I had with it. Unless Luffys upbringing was completely changed, and his character alongside it, I don't think he would just allow drum kingdom to stay as it was, or alabasta for that matter. When push comes to shove Luffy will do whatever is necessary to make things right. But obviously, that would just turn him back to piracy, so I understand those choices were needed for the idea of this video.
You should do a "what if Ace became a marine" video. He could blame his father for people hating him and think becoming the best marine would make people love him. Being the best marine would be a way for him to say "look im not like my father, im a good man".

It does make sense to have Garp with them but on a more interesting Narative view his presence kinda remove most of the tension. I think something like having him send his recruits in various missions for training purpose would be a good way for the crew to follow a similar road and meet the same bad guys without a over powered babysiter watching over them. Plus it match with the way Garp raised Luffy, by not really being there.
Having luffy make ''bad'' choices as he follow his sense of justice would have Garp do a lot of work in the background to try to calm down his superior, Luffy would gain the love and trust of the peoples as the higher up of the marines get angrier.
At some point it would culminate in some kind of cleavage within the Marines themselves an the chance for an internal war (fire vs Ice) with luffy and garp on one side while following a rather similar storyline as luffy try to bring real justice and freedom to the world
Garp wouldnt interfere because he would see everything that happens as training for Luffy

Also, at Marineford , i think it is more likely for him to just snap and free ace from the back instead of the front from the og timeline. At that point, I think he would just become a pirate with his crew ( not Coby and Helmeppo ) following him, because he was the main reason they joined in the first place.

I think it's possible that when it comes down to ending the reign of the celestial dragons, some of the marines (Garp, Aokiji, Smoker, Fujitora, Coby and Belmeppo) will eventually team up with Luffy and his crew.

There are several issues:
Wapol abandoned his kingdom to become a pirate, he was no longer a king and Luffy would be free to arrest him.
As soon as Garp found out that Crocodile was conspiring to take over Alabasta by causing a civil war he would revoke Crocodile's title and order his arrest, he is not a mere Captain, he is a Vice Admiral, only Sengoku and the three Admirals have higher authority than him, if Smoker could revoke Law's Shichibukai title then Garp can and will do the same with Crocodile. He would order Luffy to fight Crocodile, the fight wouldn't be as difficult due to Luffy being stronger and he would be considered Alabasta's hero, with him getting a higher promotion.
When the Gorosei find out that the Gomu Gomu no Mi was eaten by a Marine they probably would keep a close eye on Luffy, they probably would try to groom him into a tool to manipulate kingdoms under the promise of freedom.
I feel like people also don’t realize how free you are as a high ranking marine, yes you do have orders but in general if you command a ship you can go wherever you want, I feel like Garp would’ve been sick of a marine as well if that wasn’t the case
Remember that Luffy is still Joyboy and the warrior of liberation regardless of his status as pirate or marine, so I feel like nothing would stop him from trying to punch the celestial dragons or freeing Alabastia from Crocodile
If they met Wapol on the way the same way they do in the canon then Garp does would have justification (or in Garp fashion he would let Luffy deal with it and pretend nothing happened) to arrest him as a pirate. I also think that Garp would help them beating Arlong (and if he's not in the picture there I imagine he dropped off Luffy, Zoro and couple marines there to deal with it while he goes discipline the corrupt marine base)

Like this story line with one exception. If Laffy carries the will of a Marine. I think that Usopp would end up on his own journey instead of dying. I would definitely agree that Kubo takes the village, but usopp isn't killed there instead he is urged to flee and without Laffy and zoro as well as Nami he never develops the confidence to defy kubo. He still receives the Going Merry to serve as a symbol of his failure as he sets out to become the strongest man of the sea. His shipwrighting still sucks and at water 7 he does come across Franky but I see that he would end up facing off against Luffy at an earlier time with Zoro and because Laffy met Yassup and admired him as well as the shanks crew he doesn't bother capturing him, instead berates him for using cowardly tactics. This conversation would have Laffy reveal that he knew usopps dad which would only promote further inspiration to usopp to become a strong man of the see. That's my usopp twist.
When they meet vivi i think it would be a turning point for luffy, they're technically going to fight against crocodile and i love that idea cuz luffy is going to choose between his morality or letting a warlord which is an ally of the world government run rampant, luffy would probably turn against the marines and make a different faction, same with his father's group "revolutionary army" and so on and so forth
With garp sailing with luffy, all his early fights are no challenge at all. Most antagonists would propaply decide not to fight a team led by garp even if he wants to keep out of the fight.

I believe Luffy Will become something like a Z figure after the Marineford war.
Reason 1. He would see many horrible things done by the Pirates. For instance they would hear about the slaughter in Syrup village, the evil of Don Krieg and many more.
2. He would recognize that there are good and bad Pirates/Marines and that neccesary sacrficies have to be done for the Greater good. This can be inferred by the fact that many actually have done it within the Marines, Aokiji for instance.
3. He would probably want to fight unrestricted and have connections with his father. With this overall I would say that Luffy would have Flexible Justice As his form of Justice which means looking at the circumstances and he would leave the Marines and fight injustice, trying to wipe evil Pirates and evil Marines out
So basically he becomes a bounty hunter in the end, lol.

i like how this theory goes as a real to only occur in a separate timeline, but i think garp wont be enough to stop luffy from doing the right thing and stop crocodile's tyranity, and ace's execution. garp needs to make luffy learn about swords earlier so that luffy will gut everything up till he gets vengeance

Personally, I think a possibility would be that Usopp could have contacted the Marines, but Luffy picks up. Then, Luffy being Luffy, he takes Zoro with him without informing the other Marines. The rest of the story continues as normal, except Usopp still wants to become a brave warrior of the sea, but his time as a Marine rather than a pirate.

I really like your alternate take on this because Luffy would stand out allot compared to his fellow seaman, thus forcing the broader themes of freedom and order. You'd have a proper fish out of water story to cut things allot deeper with it's themes allot faster, but at the same time I think One Piece was more successful with Luffy as a pirate because that format was better for a Shonin manga. Even if Oda had a clear idea in his head back then of where and how he wanted to end it, having the wiggle room of a globe trotting adventure with no restrictions by it's own premise makes keeping readers hooked on a weekly basis allot easier. So if an ark slumps a bit compared to it's previous one you could conceivably find a way to wrap it up faster or use it to spring-board onto another island, another goal leading up to the dream of find the One Piece. Though as someone who tends to like shows and books that slow burn everything and not just the hook I'd probably be more invested in your telling of a kid whose constantly straddling that line between role models in the Marines and Pirates.
At parallel universe Luffy's every marine-to-pirate turn, you will find Garp saying "no!" to Luffy...

One thing that I thought you would do in Alabasta is that Luffy would do everything in his power to uncover Crocodile somehow (recklessly ofc) and defeat him anyway gaining as much praise as he would get punished. it's curious to see how in reality the Strawhats do a lot of what the marines should do, which is to defeat top league criminals and freeing island that are being illegally held hostage. Once you present this story line, you can see how being in the marines actually can prevent the liberation of these islands.

I think the events in the story will be same except for 2 things Shanks will give Luffy his hat as a sign that they will meet again and Luffy will start training with Garp after Sabo "Dies". In this story Luffy will also be reporting to Garp in everything except for the saving of Ace part which the operation technically goes off without a hitch and another reason why Luffy's Crew is not involved is because His going to commit a crime and the only crew member that knows that Luffy "works" for the Marines is Zoro. Luffy also has a code name file that determines his rank by his merits and demerits. Only Garp and the Buddha Marine Fleet Admiral knows the truth. Luffy also can sail (but gets distracted)

If luffy did end up becoming a marine. Just like Garp he would do something that a marine SHOULD NOT DO, like disrespect a celestial dragon. No matter what luffys personality just goes against everything the marines stand for and he is fated to become a wanted man.
He only said Usopp died just to throw us all of just so the real story could happen.
(Note: I am unfamiliar with the timeline that has been set because I haven't really watched all of One Piece but this is at least my interpretation of these events that are laid out in front of me)
What really happened:
Usopp without the help of his friends in the original timeline has to fight off the entirety of the Kuro pirates alone he is almost killed when he sees his friend Kaya about to be killed by Captain Kuro when he unlocks his conquerors haki and saves the majority of the people on the island. From there he is given the Going Mary and travels to the grand line in order to become a warrior of the sea and Pirate King. On his journey he goes to Little Garden where he encounters the giants and gains newfound strength after he trains under them taking them with him as part of their crew. He later recruits Franky after having a similar altercation with him as in the original timeline and saves Robin who was on her way to Enis Loby because of Garp to be taken to Impel Down thus him, Franky, Robin and the four giants become wanted by the world Government. After that they travel to Thriller Bark and help Brook regain his shadow and joins the Long-Nose pirates and after defeating Gecko Moria claims a bounty as high as Luffys at this point. Afterwards they are all split thanks to Bartholomew Kuma and after an extensive time skip where Rayliegh trained Usopp after they met on said island begins to understand his true potential. He later is spotted at Marineford helping Jinbea, Buggy and even try to save Ace at Marineford and Impel Down thus shooting his bounty up higher. Thus Luffy actually starts to know Usopp and even likes him for at least trying to save is brother despite being a "nobody coward" that people think he is while Luffy sees what he always saw in him.
Everything afterwards is basically like imagining that Usopp is in Luffys shoes throughout the arcs so feel free to expand upon what I believe truly happened to Usopp if Luffy became a marine.
10:50 I seriously doubt garp would stop luffy. Garp is literally known to not follow the rules of the marines/world government. He has denied capturing luffy, he has denied requests from the WG and Marines and does what he wants. The ONLY time we see him do what the government wants in with the Ace situation. Which even then he didn't really help them much. Also garp is a person who clearly wouldn't sit still watching that occur. While Dragon is probably the only member in the Monkey family that sits by watching these things happen to not ruin his plans, luffy and garp will quite literally charge in before thinking.

In my opinion a rather important part of Luffy's character is that he is sold by the best aspect of the group be choses to become. Shanks was the best pirate role model.
