Yeah, if anything, the concern is more the impression that he's just casually talking through critical scenes. I hope he's pausing when he gives his thoughts or waiting to give them between scenes. Every moment is quite purposeful, sometimes subtle, and dense with potential info.
To answer your question about why they're in the basement, the show did touch on it-- the higher ups don't want this operation to sprawl, so they're sending them a message to not get fancy by giving them a crappy workspace-- get in, make some surface level arrests, and get out. Make the mess that McNulty created go away as quickly as possible. Same reason they gave the unit a bunch of crappy cops to work with (which is why Daniels was begging that guy for the black cop).
8:36 - Don’t feel the need to talk during great scenes. Watch the scene, pause, then give your thoughts. MRLBOYD does this well, just don’t use his paranoid OV display technique. Remember this: the OV is the star of your show.
one thing this show does superbly is conveying characters' thoughts and emotions without dialogue. you can do the same with your reaction even with scenes where you feel obligated to "vocally react". maybe others here are looking for that, but i prefer if you do naturally what you feel like, whether to vocalize or not to.
Also, don't feel bad if you don't talk too much. It's such a great show and I don't want you to miss anything. Also something that other reacters do is that they pause when they have a thought that they need to share. Usually that works out pretty well, but makes a longer video. For good or bad ofc :) but keep up the good work!
This show was created by a former BPD Detective (who later became a teacher in Baltimore) and a crime reporter for the Baltimore Sun. Virtually every character is based on a real person, or a compilation of real people. A number of the real inspirations for these characters actually appear in the show. For example, Detective Sgt Jay Landsman was inspired by Sgt Jay Landsman. They hoped to have Jay Landsman to play Jay Landsman, but he had never acted before, so he was not a good enough Jay Landsman to play Jay Landsman. The real Jay Landsman took acting lessons and has a different role later in the show. The real "Avon Barksdale" also plays a character in later seasons. One of the other detectives in the show is played by a former Baltimore Police Commissioner, and a former mayor and a Maryland governor also had cameos in the show. The involvement of the real people, along with the location shooting, gives the show an unmatched sense of reality.

I think that’s a much more preferable system especially for a show as dense with important dialogue as the Wire- dialogue that may be referenced 4 seasons from now.
