I am finnish, using my local internet provider Elisa in the city of 30k people, and they use only Huawei's 5g products on wireless internet with a 1gigabit connection. that is the maximum speed. Huawei 5G CPE Pro 2 model, to be exact. so, I don't know about" lagging behind." the only way they wouldn't use them is if USA squeezed finland into not using them.

the logic is quite simple, If Huawei is lagging behind in the 5G Race, why US government puting sanctions against it?
The U.S. depends heavily on China for providing the cost efficiency products when it comes to Telecommunication setup covered in vast and rural areas.
Economic warfare. If the U.S can slow a rival down, theoretically U.S companies can catch up in 5g sector.
At the same time, Huawei depends so heavily on US technology such as Google. The phone chips are not from China as well that's why the sanction have great impact on Huawei as you can see.
People outside China needs Huawei phone to have official Android and Google. Huawei phones now are useless outside China.

To be fair, China has stolen a lot of intellectual property from companies and stole secretes from us steel companies that put a lot of people out of business. Its the US lagging behind. US is just beginning to learn 5G while China is building its 5G networks and equipments. Its China who holds most if not all 5G patents on 5G technology. US has a lot of learning to do. By the time US finished learning 5G, China has perfected 6G and placing them in operation.

America had set the precedent. Will China learn from America to stop licensing their 5 & 6G core technology and equipment to America and its Allies? If yes, they will be stuck WITH 3 & 4G LTE whilst the rest of the world will be using 6G and beyond! This will mean AI, integrated self driving vehicles etc will not, and cannot be employed by them. That will mean they will remain in the doldrums of technology.
This time, don't share 6G patent. Let China and US had their own 6G standard. And let us as customers buy things that are cheap, fast and reliable. We will see, which 6G products will win the race.

The U.S export restriction in the short term worked to restrict Huawei's advancement. However, it severely damaged the U.S reputation for its weaponizing of its private enterprises. A desperate act from a failing empire that broke so many rules and international norms. Here is what happens, XiaoMi quickly filled the mobile void and there is just no way the U.S can out build against the Chinese, and war are always won by the side that has the capacity to out build others.

Sure, short term Huawei is struggling and had lost the mobile Hp business. In long term, it is bad news as this event supercharge the Chinese Semiconductor development. It just a repeat on solar panel, just give china a decade and it will lead to low cost, efficient semiconductor industry. I worked in US semiconductor company, hopefully, by that time, i would have retired.
