I would put the clip light at the bottom of the console

Yeah I'd tuck the wires between the seat and console and mount the volt meter on top like you were showing 😎👍

If you don't want to completely get rid of the column shifter try rubbing a bit of wet aluminum foil on the chrome, works on rust spots. Just be careful you don't scratch after the rust is gone.
