I took a class on digital forensic artistry, it was really neat. We were each given a photograph of a 'perpetrator' and given some time to memorize it. Then we reiterated that information to the artist who recreated the composition. It was pretty dang accurate.

The CIA didn't do a great job from finding out about Harold Shipman here in the UK , because it was on the front pages of nearly all UK National and Local Newspapers around the Midlands, North and North-West of England, plus being the lead story for months on the National Televison News and Local News again in the Midlands, North and North-West of England. Plus all the documentaries that have been made about his life and crimes since 1998.
Also it is not a good idea to show the apparent Harold Shipman with a Syringe, because that is the actor James Bolam who portrayed Shipman in a 2002 Drama about his crimes and is a scene from that drama, and made by Granada/Yorkshire for the ITV Network here in the UK. For those who know the history of British TV will know that James Bolam has been one of our leading actors for decades appearing in many popular dramas and comedies, and seeing him play Harold Shipman showed what a great actor he is.
If the CIA prevented us from knowing these cases you wouldn't know either. Also the judge on Robert Picktons case charged him with only a few of the murders, and one victim wasn't taken account of because she didn't die and therefore "didn't count" to the judge. Or so I've heard anyway, I don't know anything about Canada nor do i research serial killers, so i might be wrong
