It depends on the requirements of the school you're applying to.
Some schools would allow you use a letter from your Bachelor's university that you studied in English as your proof of English proficiency.

It's not about if HND holders are eligible or not.
If there's a school you can apply to from the partner universities and get admission then I reckon you can apply for the PTDF scholarship as an intending masters student.
What I'm not sure of is if you can apply for masters with HND

PTDF doesn't stop you from relocating with family members but they won't sponsor your family members, you'd have to sort that out yourself.
