If an international student can convince a professor to supervise and can manage professor's fund , does he/she have to show bank statement? Also , does professor's fund cover living expenses?

For the first 6 and a half mins i was so happy and excited knowing i can do my PHD (Doctorate to be precise) in Canada. Untill she told that itll cost around 25k per year. Thats alot, i mean itll be around 18 lacs per year and min time of doctorate program is 4-5 years. Well maybe in next life.
PS : I knows theres funding but then we'll have to look for side/part time job..its really difficult for international students.
Most of the universities provide funding for doctoral studies. Moreover every student receives TA/RA positions for which they can get up to 30$ per hour.
