They don't get CD Reduction on their Lv breakpoints because they're Linked Skills I'm more curious what the heck they DO get at those breakpoints Overall my sentiment is that they feel a little undercooked, the two problems I see are simply that their Cooldowns are a wee bit too high for me to feel comfy using them, and because Coupled Confection is tied to resolving Magic Tiger Ingredient, they just kinda become meh for the five or so turns you'll have to wait on cooldowns after everything wears off The Echo being 1T and 10% also isn't very great looking, even with Supp DMG and Flurry 2-hit attached Definitely still strong for bursting off of simply starting with Coupled Confection, I can't imagine elsewise, but I ended up sparking for Nehan instead, who seems like he could have some decent use
