As a general rule, I’m inclined to disagree and believe that this does not apply. If you are especially big and strong, some muscles may take that long to recover (Quads, Hamstrings, even Back and Chest), but if you are not they recover much quicker. Recovery timelines depend first and foremost on how much volume you train the muscle with, 5 sets is much harder to recover from than 2. Additionally, some smaller muscle groups (Calves, Side Delts, Biceps, Forearms) recover much faster, and can even be trained daily with the appropriate amount of volume in each session.

If working a muscle group twice per week is better than only once, why not three times per week, or four? Why not every day?
Your muscles need rest to recover . If you train more than 2 times a week they will get overtrained

Training the same muscle group twice a week doesn’t give your muscles time to grow. You need at least 5 days recovery for each muscle group.
