I think when he got overwhelmed it got worse. In the movie "bertie and Elizabeth", he has quite a few scenes where he can't get a word out because of the situation. Anxiety can do that.
My guess is that Hardy did his research and discovered how, actual voice and accent aside, FDR spoke in the same declamatory, practiced, talking-to-a-large-audience way that Churchill did. He didn't use that. As to Hardy's accent, um, it's so neutral it's disappointing. Kenneth Branagh did a great job as FDR in "Warm Springs," so it's not because Brits can't master a specific American accent.
I love this scene. One of Britain's beloved king sitting next to one of America's favorite president. :D

The guy playing Roosevelt was OK. Roosevelt had more of a Trans-Atlantic accent, though . . .

It's quite strange to hear Bertie with no stammers, and yes; I'm watching this clip after 'The King's Speech'.
Apparently he had a stammer but not quite as bad as in the King's Speech.
