The incident led to political tension, with the Opposition Maha Vikas Aghadi accusing the police and an NCP MLA of protecting the minor. The builder, who had been evading arrest, was apprehended by the Pune police’s crime branch in Sambhajinagar. He was taken into custody after a case was registered against him on May 20.

Just walk around Pune as I saw as a tourist. Rich people (expensive SUV’s) are going wrong way, not stopping at signal, parking anywhere, etc., same with two wheelers. Only the poor people work hard and obey most of the laws, they break small petty laws.

CCL can be treated as adult if JJB after preliminary assessment transfer the case to children court. Then only accused can have punishment like adults. Otherwise if proven CCl will be sent to special home for max 3 yrs.
Knowledge and skill of members of jjb and magistrate will matter here.
Police officers want posting in those areas where there are more pubs or bars. They pay crores and crores to get such posting. Even Commissioners are given a chit to read out about their postings. They don't have any say. All managed from CM.

If the car is registered on the name of the parent or friend, its legal procedure to book them and the person riding/driving the bike/vehicle. If its a juvenile, and hes behaving like an adult to intimidate the law, the person should be tried as an adult.
