Loose Dogs Causes Freeway Accident Leaving One Dead

DETAILS:
2 Pit Bulls were walking on the southbound CA-15, when the female driver of the Mazda, hit one of the dogs and crashed.
Another female driving the Nissan was hit by the woman in the Mazda, and she lost control and crashed, flipping onto her roof.
Good Samaritans stopped to help the women.
One man stopped and grabbed both dogs, and put them in the back of his truck.
One of the dogs was deceased from being hit.
Both females and a small child were transported to a local hospital for their unknown injuries.
The dogs were transferred to a CHP, and waited for the SD Humane Society to come and get them.
The southbound lanes of the freeway were closed for approx 30 minutes.

it sounds harsh but if a dog runs in front of you on a highway like this with traffic everywhere don't swerve to avoid them - I know a lady who wrecked her car and hurt herself to avoid squirrels -she also hit a car load of people who showed up for court with neck braces and walking canes - I love animals but peoples lives are at stake
It’s not harsh. This could have turned out a LOT worse on a busy freeway like this.
When taking EVOC (Emergency Vehicle Operators Course), we're taught NOT to swerve when animals jump in front of us. Better to hit the animal (usually a deer) than swerving and taking a chance of rolling the vehicle.

The owner of the loose dogs wasn’t there. The owner of the pickup truck put both dogs in the back until authorities arrived to take them.
