I check it out on emporis.org but i also found other sources that says 1963. The american skyscraper, 1850 - 1940: a celebration of height from Joseph Korom seems more reliable :)
Interestingly, I read an article about the construction of the '1 Wall Street Annex' which is on the same site. And it states that the site was "cleared" of previous buildings by mid 1963.

The Sears Tower in Chicago is still taller than the new World Trade Center if you omit the antenna.
The Sears company went Bankrupt , the Building is now called the Willis Tower.
I think all buildings should be measured by highest occupied floor
