Do these lucky directions count only when overlayed for the whole house, or is this true room by room as well? Like, if my desk is in the south west of my living room, but that is the south area of the whole house, is that lucky or unlucky?

I do everything on the 4th which is Li Qun. I would place all new feng shui products in its direction and move all furniture around to reduce negative afflictions for the new year. Hope this helps. Best wishes!
