I think you can manually change the weather of quests in the Quest Editor. Given the title, I'd imagine the author deliberately chose to have it rain during this quest.
Already did exactly that: ua-cam.com/video/gPZ_H28Q9WI/v-deo.html Thank god for people that actually know how to modify the correct files to make these guys spawn. Most I can do is create quests with monsters that already naturally spawn in those locales.
