You've got the answer above: some people prefer to make money. Legally or not, it's a different matter, but people who run businesses or work in IT (and this cluster is shrinking) may have $1k-3k average salaries (almost tax free for the HTP resident companies). There are very stretching terms in your question. What makes a decent house? What makes a country cheaper? My house 1 hr away from Minsk may cost $50 000, I love it. I pay $10 per year for land and property tax - does it make living cheaper here than in the US?

I can tell you that if you don't look close to the capital Minsk, homes cost 1/15th of the price of the US. Look on realt.by and select Gomel region. There are houses / apartments for $30,000-$50,000. The reason why Minsk is expensive is because it attracts Western immigrants who settle there fleeing "Democracy". They can easily afford 250k. Houses 30 minutes from Gomel region cost $15,000

You mean $500. Some of them are close to average and some are not, I wouldn't say either of these fits into luxury definition, maybe the lasst one. Don't forget that in Europe it's average to have a loan long-term at 2% interest. It's 22% here.
