I do believe you may be right. I know that people have made models of Schemer and Stacy Jones as those Thomas miniatures, so I wouldn't rule it out, at least.

Perhaps for an adaption for S4, they could have changed the line about Sir Handel being temporarily dismantled for a picture to allowing children to climb into his cab and sit on his front for a picture
