I'm loving all the comments on how these chicks need better housing, new homes, better conditions, etc. You people have obviously never had chickens, unless they are hatched by a member of the main flock they need to be introduced slowly or the main flock will kill them. Maybe this is a quarantine pen, you need to quarantine new members to your flock for at least four weeks to make sure they don't have any diseases that could be passed on. Long story short we don't know the reason this type of cage was used but I doubt it's their permanent home.

I have a hen on my porch in a covered dog crate because it's wounded and needs to be isolated until it's well enough to go back. Perhaps this person had these birds there only for an afternoon while preparations or repairs were made to their housing? Perhaps the hens arrived way ahead of their coop kit because shipping was delayed. There could be any number of reasons why these 3 little pullets were out there that are perfectly reasonable. What isn't reasonable is being a judgemental prig. Do better
It's a temporary enclosure because they're obviously still chicks you can't just put birds that age with the flock they'd get killed by the flock so they have to be in separate pens until you slowly introduce them to the flock. The only thing wrong with that enclosure is that it's too open to predators and bad weather but I'm sure just like most chicken owners, we put their pen usually outside during the day for fresh air and sun but we bring them in at night.
