I believe this is Kanetsuka sensei first then Chiba Sensei Lancaster 1983. CHIBA sensei around 8 minutes in. Chiba sensei, and Kanetsuka Sensei conducted an amazing Summer School that year. Chiba sensei put the fear of God into every soul on the mat!

This is definitely Not Chiba Sensei, as New Chapter says it is Kanetsuka Sensei
