Outside of some misguided religious upbringing Morel’s naive nature makes him like a lot of people for who they are. He doesn’t carry the harsh judgments everyone else seems to have. He was even friends with the preacher’s daughter who was treated like a freak by everyone else. His one note positivity can be a fresh breath of air compared to everyone else in town.
Imagine hearing the mayor of your town announce in a public space that he doesn't even take responsibility for his own actions. How did this man get elected

Arthur's flashback in the final ep on him telling Clay he's not worth it is his realization and remorse of how he treated Clay, but the damage is too late. Originally, had the show continued they would've had episode where Arthur attempt to reconcile with Clay, but is rejected because Clay can never trust him again. Their relationship is completely fucked, and Arthur has no one to blame but himself.

But inlike to think that Orel does get his happy ending, in the final scene of the series, he's settled down and married his childhood sweetheart and has kids of his own; his brothers became police officer and firefighter, and even the photo of his parents look a little happy. I like to think that in the end, even though he's been exposed to corruption, Orel retained his faith, his kindness, and good will, and thus became a better man than his father and grandfather, finally breaking the cycle and earning the happy ending his family desperately needed.
