- An Army veteran from Houston rented the truck that he allegedly drove into a crowd of people on Bourbon Street in New Orleans. The death toll now stands at 15 people. Dozens more, including two police officers, were injured in what officials are calling an "act of terrorism."

He didn’t accomplish all of it. The IEDs were discovered by law enforcement. (In various locations.) And he intended to kill more people when he got out of the truck. NOPD took him out quickly. Many other people were saved.

Note: Observation. Anywhere USA. Event Police protection almost always deteriorates into a social gathering. Rather than to be on point, strategically placed for maximum tactical effectiveness. The detail becomes groups of officers huddled chatting laughing. The group huddle increases in size, and their police presence, focus and coverage area diminishes.

In the Las Vegas case the truck could have been defective.

There are concrete barriers that are used to prevent traffic during non business hours. This is SOP for the heart of the French quarter itself. The problem here is this area is no where Near the French Quarter but on the corner of Bourbon and Canal St where there are no barriers because Canal is a major busy street. They only blocked off the side streets of which Bourbon is one but because you have pedestrians, you cannot block it off 100%.
