sometimes it's leaked on purpose by agencies itself. To see the reaction. Of course we all know it happens and recent year(s) it's often what right wingers point to when it's about Russian their influence of US (and several European countries among others). The reply you read is: "We do the same" . Well, the US did in South America,, but recent decades I cant really remember an example of them going online to spread fake news to such an extend that it actually influences the outcome. But...even when they would. Or we, as European Union or even as Dutch person (our agencies warned the CIA about Russians trying to enter your governmental servers back in 2014 or 2015).
So yeah, that happened from our side too to spy and all. But my government would not let a group of hackers knowingly, or even supporting them to hack into universities, hospitals, companies and demand ransom or simply steal all that info. The biggest factor is that when the US, EU, Australia, Japan or whoever is on OUR side, is doing that in OUR favor. Putin obviously not, so why would they claim it's the same. As if they cared for Russians and actual facts if it wasn't for Trump being linked to Russia and them going to support the enemy of their enemy. As I said, I live in the Netherlands.
