If it says up next to the arrow on the filter then of course it should point up but if it says "air flow" then it should point down. Dirty incoming air enters the top of the filter.

You are correct. Also When I bought my truck brand new, the filter arrow was already pointing upwards. Thank you for your comment. I also found this link about toyota cabin air filter. In this link the air filter arrow shows the arrow pointing upwards, like how I found my truck's air filter. parts.olathetoyota.com/blog/4593/toyota-change-cabin-air-filter

Whenever Toyota is giving directions we need to remember that those directions are for OEM Toyota filters which don't indicate air flow direction like after market filters do. Toyota does not tell us how to install other brands.
