Here's how I avoid the cops every single time: 1. Open the map and look for the freight train tracks. 2. Drive to said freight train tracks. 3. Drive on those tracks at top speed until you reach a tunnel. 4. If the cops are following you, keep driving, if not proceed to step 5. 5. Turn off headlights and radio and hide in the tunnel until the cops leave; remain vigilant of oncoming freight trains.
Literally just steal a plane and fly around until the police somehow forget you exist (and have just hijacked an ENTIRE aircraft vehicle, making you a threat to national security, but...ya know...GTA universe)

Here’s the thing to people that don’t know. Go to where the tram is. There is a tunnel that the tram goes into. Go into that tunnel and just stay there. Just make sure you’re not being directly tailed by police and make sure you don’t shoot your gun cause that will give away your location
