51:50 Then the problem is clear Senator, the government is too big and should not be in the business in regulating these things. If you can't find time to properly assess the programs, then we're not paying for them. These are issues for the states, not our federal government.

@@amiehulscher7156 are you that dense? The ability to write laws was explicitly, in no uncertain terms, given to congress with the president being able to write a law and also present it to congress. Agencies are there as part of the executive branch for advisement, not law making. You cannot vote out someone like that. We also don’t want rule from the professional class: scientists, engineers, doctors, etc that are in those same agencies. Do not think they know better for you than you do, but obviously you’d like a government you have zero control over

@@Lancer_0010 i guess I'd rather have an EXPERT WHOSE JOB IT IS TO KNOW ABOUT THE CLIMATE CHANGE AND OUR NATURAL ENVIRONMENT, giving the lawmakers advice and instructions to them on how the laws should be written to ultimately protect and not DESTROY, our planet and the creatures living on it! I DO NOT BELIEVE EmptyG and Boebert are experts at their own jobs, let alone experts on climate change or constructing laws that will promote a sustainable environment for all living creatures that inhabit it! I guess if that makes me dense or stupid or whatever, then so be it! There is no current republican advocate for the environment or sustainable living. They all simply deny our climate is even rapidly changing due to human pollutants and our insatiable need to strip the earth of all its natural resources, They call, what is obvious global warming, a natural changing of the seasons. They don't believe deforestation and massive drilling for oil and the stripping of our lands of their natural resources, is having a negative effect on EVERYTHING AND EVERYONE! THE GOP CONSTANTLY DOWNPLAYS THE BIG CORPORATIONS GREED AND CAPITALISM TO ENRICH THEMSELVES. THEY try to pass LAWS THAT ROLL BACK the REGULATIONS and safety guards THAT HELPED PROTECT ALL OF US, JUST TO MAKE MORE MONEY! The point I was trying to make originally was, that I believe all law makers SHOULD BE WRITING OUR LAWS WITH EVERYONE'S BEST INTERESTS IN MIND AND THEY SHOULD BE INFORMED BY REAL ENVIRONMENTAL EXPERTS, WHEN THEY WRITE THEM! All of government has taken far more liberties with the constitution than they should ever be allowed to. The constitution is "everything" and all that government does should be structured around what the constitution allows. This B.S. concept that government has to adhere to the constitution but private businesses do not is sad, criminal and ridiculous. The constitution is the highest law of the land and everything and everyone else is secondary to what the constitution states and applies to everyone without exception.

A city and states revenue relative to violations of law and traffic should fund social security and retirement. Revenue used fund city and state functions should only come from appropriations designated by government accountable processes stemming directly and only from taxpayers. This would eliminate incentives to find more crime or violations. Government officials and organizations should have a base pay thats accountable and standard, not to grow beyond without appropriate processes that would necessarily be deliberated. I understand this seems a bit off topic but understand that such issues can and do affect and incentivise the administrative state to go beyond their bounds for personal and political gain by making laws that allow them or their associates to sneak around accountability to the people. In many cases this fraud not only gains them riches but also leaves the american people in vulnerable positions for foreign agents to take advantage of and harm American interests and its citizenry.

The problem with a technocracy is that scientists and tech people tend toward less moral self-awareness than people whose lives are more focused on social interactions.

Whom Can We Trust If No One Is Trustworthy?
One of my favorite quips from Mark Twain’s The Adventures of Tom Sawyer is when Tom is defined as “a glittering hero…the pet of the old, the envy of the young,” and there were “some that believed that he would be President, yet, if he escaped hanging.” With these few words, Twain captured the essence of leadership in our world. Those who get to the top are the fiercest, most determined, and most ruthless. Today, the latter quality has become so intense that we can no longer believe our leaders, and certainly not trust them to have our best interest in mind.
I am not accusing any leader in particular, or even leaders as a whole. It is simply that in an egoistic world, where people vie to topple one another on their way to the top, the one at the top is clearly the one who trampled over and knocked down more people than anyone else. Concisely, to get to the top in an egoistic world you have to be the biggest egoist.
So how do we know whom to trust? We don’t know and we cannot know. All we know is that we are in the dark.
In a culture of unhinged selfishness, any conspiracy theory seems reasonable, while truth is nowhere to be found. When every person who says or writes something is trying to promote some hidden agenda, you have no way of knowing who is right, what really happened, or if anything happened at all.
The only way to get some clarity in the news and goodwill from our leaders is to say “Enough!” to our current system and build something entirely independent. The guiding principle of such a system should be “information only,” no commentary. Commentary means that information has already been skewed. Information means saying only what happened, as much as possible, not why, and not who is to blame and who we should praise.
Concurrently, we must begin a comprehensive process of self-teaching. We have to know not only what is happening, but why we skew and distort everything. In other words, we have to know about human nature and how it inherently presents matters according to its own subjective view, which caters to one’s own interest. To “clear” ourselves from that deformity, we must learn how to rise above our personal interest and develop an equally favorable attitude toward others. This is our only guarantee that our interpretation of things will be even and correct.
Once we achieve such an attitude, we will discover that the bad things we see in our world reflect our own, internal wickedness. Our ill-will toward others creates a world where ill-will governs, and so the world is filled with wickedness and cruelty. Therefore, all we need in order to create positive leadership-and to generally eliminate ill-will from the world-is to generate goodwill within us. When we nurture goodwill toward others, we will fill the world with goodwill. As a result, the world will fill with kindness and compassion. By changing ourselves, we will create a world that is opposite from the world we have created through our desires to govern, patronize, and often destroy other people.

Subcommittee Democrats argued that executive branch agencies should essentially be able to make laws because they are experts in their respective fields. An example discussed during the hearing was whether ATF should be able to create a new regulation that flip-flops on the their former position allowing pistol braces and makes it a felony to own such a device. Republicans argue that bureaucrats should be allowed to recommend policy on such issues but that federal law-making is strictly within the constitutional realm of Congress.

The train derailment in East Palestine was brought up several times, however I don't get the impression anyone who did so paid attention to the committee that covered that accident.
NS was following the regulations. They were monitoring the bearing temps every ten miles, as they were required to do.
This gives them an excuse, a "safety net" of a sort. They can just shrug and say "we did what we were told!" Thereby shifting blame to the regulatory agency.
If, on the other hand, the only regulation was that they were required to operate in a safe manner, and that they would be fully financially liable for any accidents, then the burden would shift to them. They wouldn't have the "but we followed the regulations!" crutch anymore.
