‘This war will end up at the negotiating table’ - Owen Matthews on Ukraine’s Nato membership

  • In 2008, Nato said that Ukraine could eventually join the organisation. Ever since then, and especially since Russia’s invasion in 2022, the question of Ukraine’s Nato membership remains unanswered. Last week, Volodymyr Zelenskyy pressed EU leaders on the topic, urging them to issue an ‘immediate invitation’ - but there’s been no sign of movement from Nato.
    Some of Kyiv’s allies believe that membership is the only way to protect Ukraine; but others suggest that joining could be a grave mistake for the country. Why hasn’t Ukraine already joined Nato? Is it strategically viable? Could a neutral Ukraine be more secure? Owen Matthews, journalist and writer, joins Lisa Haseldine, The Spectator’s assistant online editor, to discuss.

However we have had to sit and listen to so many so called 'experts'.....no doubt intelligence approved talking heads.....talk so much rubbish that they should have been throwing it into a skip.....The kind of stuff that means people lose faith in ourselves.       Not really. Mearsheimer's principal argument is that the invasion of Ukraine was about the possibility of NATO membership. This guy is saying that NATO membership was neither popular nor possible, while at the same time parroting Mearsheimer's argument.

    Mr Mathews is totally right in his assessment, although i wouldnt be so sure about the conflict ending on a negotiating table because the people on charge of foreign policy in the US and UE seem to have forgotten about diplomacy

      I actually think the US has been very measured in this and are clearly focused on a negotiated settlement. If anything the problem is with Putin who has continued to press on the accelerator; developing a war economy and targeting Ukraine's civilian infrastructure in particular.

      @@smillner771 Sorry to disappoint, but it was the US refusal to negotiate security agreements with Russia based on a draft proposal by Russia in late 2021 that prompted what they call a SMO in Ukraine. Ukraine's leadership decided to sacrifice its population for a reason to which it has no say. What a disaster by Zelenskyy.

      @@CharlesOdoch It isn't for the US to negotiate directly but it can obviously have an influence over Ukraine. And Ukraine was correct to walk away from the 2022 peace agreements; for starters Ukraine has since took back control of the north bank of Kherson oblast thereby giving itself a much better defensive line to deter any further agression from Putin.

    Thank you, Owen. "Geography is very simple". Yes. If USA is right to view communist or communist-leaning administrations in the Carribean or in Central America as a threat, then it is obvious that Russia will view NATO member states on its borders as a threat.

      Every word & theme Owen Matthews states here is absolutely spot on truth, except he downplays how bad things will get for Ukraine. They can lose the whole damned country to a civil war if Russia eventually cuts Ukraine off from the Black Sea.

    A negotiated settlement means the West eating a huge portion of humble pie. We have to accept that Russia has won and we have lost. I just can’t see us doing it. Our pride will prefer a frozen conflict.

      ​@@icu17siberia It would take at least a million extra men to go on a serious counteroffensive. Never mind that this would severely hurt the already tight Ukranian labour market, thereby hurting even further the shrinking economy. At the end of the day the West simply doesn't have the industrial capacity to match the Russians in artillery, rocket, missiles systems and drones. Russia sees this war as existential and possesses greater political will to last longer than the West.

      @@johnsmith1474 But there was a free and fair election to bring Zelensky into power. The irony is that following 2014, by Crimea, Luhansk and Donetsk Oblasts removing themselves from Ukraine, the majority Ukraine position is now much more pro western.

      You flatter Boris Johnson. BJ no doubt helped sway the argument but Ukraine saw an opportunity, took it, and has now truly established itself as an independent state because of it. This is much like what Ireland did against the UK 100 years ago. Short term pain, long term gain.

    Owen is absolutely correct. Ukraine is a red line even before Putin, and the EU discussing Ukraine membership is Taboo. NATO unfortunately followed the US idea of defeating Russia which we all know now is not possible. USA lost wars in Vietnam, Afghanistan, Iraq, Syria etc... yet the EU thought the US will lead them to victory? Let the facts speak for itself.

      @@communist754 the point is that Russia has a lot of nationalities that for European or American eye seem to be Asian and can be considered Korean. I seriously doubt you would be able to distinguish Korean from Yakut (around 480k in Russia) or Buryat (over 460k in Russia) or any other Asian nationality.

    God knows how many casualties Ukraine has suffered. Russia has at least a 10-1 artillery advantage and we know this causes 75% of losses, and then Russia is dropping 120 glide bombs a day onto the Ukrainian lines.

    A few things don't add up, or are not answered to.
    First, it omitted to note that the red lines repeatedly crossed were their own red lines - not those of the Russians. The real Russian red lines are deep missile strikes into its territory, as this implies direct implication of NATO personnel and infrastructure. NATO membership is another red line, as this was ones of the aspects that caused the direct 2022 Russian intervention in the war that raged since 2014.
    Second, the front situation is not at all at a standstill, but a very dynamic one of systematic grinding down of the Ukrainian forces in a war of attrition. It is advantageous for the Russians to do this where they are - close to the Russian supply chain, far from the Uki supply chain. By the way, the supposed 10'000 Russian losses at Avdiivka comes straight from Uki propaganda that tries to cope with their constant losses by publishing absurd Russian losses that somehow is taken for the Gospel by western journalists. The measure of Russian success is not, as erroneously stated, the capture of real estate, but in the destruction of fortified positions and the destruction of military units.
    Once the last Uki defensive belt, currently being cracked by successful Russian attrition, is broken, the Russian flood cannot be turned anymore except by nuclear weapons and WW3. All that there will be left to negotiate is the unconditional surrender of the Ukraine.

    This war will end up with Ukraine's unconditional surrender. Zelenskyy said it himself. According to him only joining NATO or nukes can save his hide at this point. These are lunatic ramblings of a desperate dictator before the imminent collapse of the regime. Well, it's a quote from The Time article. Zelenskyy top advisers say about him: “He deludes himself, ” one of his closest aides tells me in frustration. “We’re out of options. We’re not winning. But try telling him that. It is immovable, verging on the messianic.” According to the Economist Zelenskyy is literally screaming at his generals at this point. One Austrian artist was in a similar state in 1945.

    What needs to be investigated is that what all Ukrainian politicians claim, and so far has been dismissed by British media. I'm talking about Boris Johnson telling Zelensky to dismiss peace agreement back in 2022 and continue fighting. This has been repeated on Ukrainian/ Russian speaking political channels (Alexander Shelest, Vitalij Dikij, Politeka etc). But UK journalists are somewhat shrinking away from this uncomfortable piece of information, as its clearly too close to home and may expose UK's true part in the fuelling the conflict.

    The key to understand this conflict is to stay neutral and see both sides for yourself. Owen could have gone to Donbass, plenty of opportunities, none taken. I do not count spending time in a 5 start hotel in Lviv, "interviewing" people who are totally one sided. And this kind of journalism we have to listen to?

    It is a canard that most wars end up resolving at a negotiation table. In fact they almost never do. The US Civil War did not. World War I did not; in fact the Germans were not even allowed to participate in the negotiations at Versailles. World War II involved no significant negotiations. Korea never officially ended at all. Vietnam had some half hearted negotiations but really ended when North Vietnamese tanks rolled into Saigon. It is a European conceit that negotiations end wars. Military realities are in fact what end wars. Europeans try to hide from this fact.

    There are times the speaker is totally wrong about his assessment of Russia and Russians. For example, he said Russians Army is brought to a standstill, this is untrue, without understanding the nature of the war. I would urge listeners to view, Douglas McGregor or Scott Ritter of the world to understand what is going on.

    NATO is not a supermarket or some sort of UN. No countries can claim that they want into NATO and then it has to be respected, and NATO has to consider any security issue following a new member.
    Ukraine is special for Russia, due to the historic relations and intertwined populations, for the border and, not the least, for the Black Sea influence and their base at Sevastopol.

    As expected there are many things wrong with the spectstors view. The Bucharest memorandum acknowledged that the nukes were soviet ones stationed on Ukrainian soil so Ukraine had no nukes to give up. Secondly america broke many of the binding articles of this agreement not lesdt of which was the non interfrence in the internsl politics of Ukraine when vicky Nuland stated that the US spent $5 billion on opposition grouos to support the midan coup in 2014. So the Bucharest agreement was voided by the west not Russia. Finally Russia has stated time and time again its willingness to negotiate but Ukraine has outlawed any negotiation. So this war will end with Ukrainian collaspe, for despite nato trsining, wesponsry, advisors, intel, satellite survilence and on rhe ground technical assistance Russia will win this war attrition on its terms

    On the North Korean troops taking part, as far as I have managed to glean the ONLY way any North Korean soldier may be involved at all in this strummash is within the borders of the Russian Federation, i.e. Kursk. Any movement whatsoever into Ukraine territory would be a declaration of aggression and therefore war between North Korea and Ukraine so it is highly unlikely that a single North Korean soldier will step a single millimetre into Ukraine, do you not think?

    What’s always missing in this type of analysis is the discussion of the countries in question having a right to decide who they align with. NATO didn’t expand, the baltics ASKED to join, Ukraine doesn’t want to be part of Russia, noones forcing them. People forget small countries have self determination, or does that right only exist for countries big enough to enforce it?!

    Existential threat to Russia of Ukraine joining NATO and EU is more like Scotland leaving UK or south states leaving the Union than Cuba or Taiwan examples. It's a long run strategic threat of loosing the potential of demographic and economic power than just a military danger. Baltic states and Findland in NATO is not far less dangerous for Russia and it didn't start a war about this. But Ukraine nation is 1/3 of Russian one, is very close culturaly and mentally and the Ukraine integration with the West means it's lost for Russian influence forever.

    So, Ukraine wasn't joining NATO, a majority of the population wasn't in favor of joining NATO, and it would have been impossible for it to join NATO anyway. So, what's it all about? Not just about restive areas in the east of Ukraine. That was already being done and could have been considerably stepped up with far fewer consequences than we have seen. Why did the Russian government choose to attack Kiev? To return Ukraine to vassal status.

    The deal should be Finland style status (neutrality as Finland was throughout the Cold War) for Ukraine in return for a return to pre 2014 international borders and the evacuation of all Russian troops from Ukraine, along with a sovereign base deal for Sevastopol (similar to the deals Britain has in Cyprus.)

    This entire interview treats Putin as if he is largely ideologically driven when in fact the war in Ukraine seems to me to be convenient for him in terms of the internal politics and power games within Russia. It seems to me unlikely that Putin risked his position on ideological grounds, rather (IMHO) he is pursuing an external war as a way to maintain internal control and ultimately reward those whose support keeps him in power in Russia. Personally I don't believe NATO membership is important for or should be pursued by Ukraine for a number of reasons, but I don't think that is the real reason Russia is in Ukraine either.

      Russia has plenty of prosperous neighbors, like Japan, how is having one more any different? Also, Ukraine is one of the poorest countries in Europe, so how is that even an argument?
      As to "why" - well maybe for the same reason the US determined that Cuba can't have Russian nukes? Have you ever heard of self-preservation? Ukraine was the most heavily militarized state in Europe, with an army and weapons stockpile larger than the rest of Europe combined and on par with Russia itself. It was the most heavily fortified part of the USSR and inherited a third of the Soviet military-industrial complex for free. Nobody in their right mind would allow all that to fall into the hands of an openly hostile alliance.
      That said, he went about it in the worst and least efficient possible way. Should have also done regime change operations or assassinations instead, or at least invaded in 2014 and cleaned it up with barely any blood spilled. Instead, he tried to negotiate for 8 years, allowed the Ukrainian military to rebuild and fully mobilize, and then invaded with a force that was 5 times smaller than the Ukrainian army in hopes of pressuring them to adhere to peace accords. Abysmal planning every step of the way.

    What frustrates me with reference to Monroe doctrine is that Cuba became a communist country aligned with USSR and the USA did (eventually) accept it. Even if Nato membership for Ukraine is more problematic than it's worth, cast iron security guarentees are needed. Ukraine wants to be a democratic european country, us Europeans need to welcome Ukraine, and Putin has to accept this as a consequence of his 2022 strategic blunder. That said, Matthews's clarification of Putin's statement re. collapse of soviet union is very significant, and it's important we don't blindly follow an escalatory path.

This is consistent with all EU and brexit countries. If anything, it is the nationalists and neonazis who didn't want to be in the EU (or be part of Russia). But then they're not exactly rationale types.
      Anyone with experience of living in a European country will understand this point. But I accept areas in the Donbass and Crimea did/do have stronger affiliations with Russia. Exluding the populations of Crimea, Donetsk and Luhansk, undoubtedly there was, pre Putin's 2022 invasion, majority support for Ukraine to become a western, european nation.
