one of the way to dull down the gloss, is to spray textured paint by lowering the air pressure and widen the tip(optional) and then introduce the paint slow and kind of "splatter" to get the textured look.
I like the automotive interior dye in the aerosol cans for plastics. They work great. I ordered a new dash for a 07 truck in black, it came gray but used that stuff and it turned out perfect

I woulda used that blue like tattoos on the outside of the vehicle or blue with black tatts on the outside, like matte decals or stripes. Almost like a shadow.
Interior plastics are the bane of car restoration. They dry-rot and flake, they’re textured, the clips break. Painting them NEVER looks good. It always looks like painted plastic. Man I hate plastics. I treat them like you do seats: I just leave them the way they are.
Velcro strips on the back of your head liner on them tabs will hold it up
Goo Gone would have been the move to take the glue off
Goo-gone has Acetone in it. It would melt the plastic.

you should get a good sewing machine to start doing some upholstery work for your cars. especially for driver seats or just ripped seats in general.
We sell some fabric paint at advance auto parts I’ve used it before works really well
Put a Mexican Blanket over the back seat, that will look dope
The paint in the plastic interior you sprayed came out super dope
Use the vinyl and fabric spray it works amazing
