You can get it at the rancer shrine for donating 1mil gold

fighting rancer at area 51 will give you the code, entering it in chat will spawn a door to rancer shrine in normal world. donate certain amount of gold to get items
1m: rancer soda (10% dmg boost, 50 hp heal, perm, 5 second cd)
10m: rancer blade (weapon that deals 4k damage, shoots a bullet on click)
100m: rancer head (shoots bullets at enemies, 250 hp boost)
1b: rancer soul (ability: halves hp of nearby enemies, 1 minute cooldown)
