10:14. I saw this on a video a few years ago. The squad car that crashes into the barrier (which had no light bar, only lights in the windows) was trying to perform a traffic break but did not turn on his emergency lights. The cop was found at fault but because of some loop hole they were not liable for damages and the people involved had to go thru their own insurance. If I remember right the police officer did not receive a traffic ticket.
