Actually, there is a reason why 3D Blast is like that. If I recall correctly, an inspection of the game was coming up and the game still had some issues so the dev decided to make it so if a fatal error occurred it would send you to the level select instead of crashing. Tilting the cartage can do this as well.
I love how in one of the Sonic 1 takes (sonic 2 level select save state on sonic 1), the 68K SMPS driver from Sonic 1 and the Z80 SMPS driver from Sonic 2 are both fighting for control over the sound chips

Effectively when a critical error occurs, program execution does not halt, but instead memory is cleaned up as much as possible and the secret level select screen activated. They did that so Sega QA team would not recognize these as bugs.
