He’s leasing the building which was previously not long ago a legitimate film studio. The city owns the building. The city doesn’t want to make the real money from rent of the building. The city wants to help 50 be successful and bring opportunity to the community. If it’s successful, the rent won’t matter at all if it’s bringing economic prosperity to a small community. It’s an investment by 50 and the city
