The real issue is two fold, First Israel claims that they will not stop prosecuting this military action until Hamas is completely defeated which puts Gazan residents subject to interpretations, Second this provides for potentially Israel claiming negotiations take too long from their perception and then they may execute military action. Who would agree to that? It is either a cease fire or it isn't?
