Someone else commented things i wanted to say about this particular iteration of the band but to add some more context about this song it has a double meaning. It is about politics (actually a lot of early Megadeth songs were) but its also about the Punisher as in the original movie. A stand out lyric that makes it very obvious is when he sings "they killed my wife and my baby with hopes to enslave me" basically a brief synopsis of the movie lol Also the reason they seem riff driven is Dave Mustaine as you mentioned was the original Lead guitarist of Metallica which means they basically brought him on to write the riffs, he didn't sing at all when he was with them though he talked on stage a lot. He basically wrote all of Metallica's Kill em All album before they kicked him out which is why that album has more of a thrash feel. As far as the video editing you have to remember at the time there was really only "The Big 4" in heavy metal so they got plenty of funding for music videos because they were really popular and still are. (Also funny side note if you're bored listen to Metallica's The Four Horsemen and then look up Megadeth's song Mechanix he basically sped the song up and changed the lyrics as a screw you to Metallica for using his songs on their first album)

"Yes" Dave Mustaine said.
At that moment we all thought to ourselves..."Welcome"
