Vallisneria evokes very strong memories of my first goldfish aquarium when i was a kid. It was the only plant my fantails wouldn't eat. It's long strap like leaves moving in the outlet flow looked like a river to my eyes.
please be careful NOT to plant deep in the substrate and yes I heard ripping the leaves short will kill them but cutting them with sharp scissors is good and will not kill the blade leaf.
Disagree with how you said to trim this plant. Isolating the individual leaf you want to remove back to the root is so laborious and time consuming. I just cut with scissors where I see fit, the so called "damage" is not noticeable. Plant health is not affected. You're making a super easy plant more difficult than it needs to be.
my favorite Vallisneria species, if you give it super intense light + massive water changes with cold water you can turn this plant crazy red

I love this Tiger Val. I bought some a few weeks back and it's growing very well in my low tech tank. It's my new favourite plant!
It does have a very nice texture especially under the right lighting.
