Simple solution - don't litter! Cannot think of an excuse. If it's accidental, pick it up - no offence - refuse to give your name. Yes, they should give you the opportunity to pick it up - so pick it up - again, no offence, no name! I hope the ladies have learnt a valuable lesson and will go forward with a little more civic pride.
They are supposed to give you the opportunity to pick the litter up first. Most of them don't. They go straight to issuing a fine. Totally agree, though. Don't litter in the first place. You can't get fined. It's definitely a money-making exercise. A local borough council near me, Oadby & Wigston, have just announced they will be removing 25% of all litter & dog poo bag bins. Hmmmm! I wonder why?
Surely, without video evidence then its your word against theirs, otherwise theyd try be able to fine someone stood next to a piece of rubbish like they tried with ryan rampage.
When did it start where we call the police for non- emergencies as if they are emergencies, you would think with the amount of content around of people doing this and wasting their time for non crimes it would decrease but it only seems to continue and get worse.

The police love these calls. An easy job with no real criminal involved and the person is unlikely to know their rights.
