Does anyone know why he repeated Surah al Fatiha during his recitation of the Surah al kahf? Would appreciate if someone could explain this to me.

He is leading Friday Congregational Prayer, and during the First Rakah of the Friday prayer he recited Surah Fatehah, followed by a portion of Surah Kahaf, thsi way he completed first Rakaah (bowing/submission). He repeated Surah Fatehah in the Second Rakah, and recited additional part of Surah Kahaf.
